Someone may choose not to pull the target. You can decide to remove the target 0 feet. Suppose the attack hits. Then the creature will take 1d6 piercing damage. You may pull the animal “up to” 10 feet closer to you. The “up to” is quite essential. And it means you can pull the beast a maximum of 10 ft. However, it does not mention that it is an absolute value of ten ft.
Can Thorn/ Vine Whip 5e be used to hang an enemy in combat?

However, it gets doomed with no way to save themselves. The DM usually rules the table as long as they can justify their rulings. There is undoubtedly a need to be consistent about these issues across all sessions. Therefore, creativity with solutions is healthy. It may create more problems if you are too lenient.
