College of Lore feature for Bard & Cutting Word 5e

Bards of the College of Lore know something about most things, collecting information from diverse sources as scholarly tomes and peasant stories. You get Cutting Word 5e in level 3. When the applause dies down, the audience members might find themselves questioning what they held to be authentic. It is from their religion in the Priesthood of the regional Temple for their devotion to the king. The loyalty of the bards lies in the pursuit of truth and beauty. It is not in allegiance to some monarch or following the tenets of a deity.

The college’s Members collect in libraries and occasionally in real colleges, complete with classrooms and dormitories, to discuss their lore with each other. They also meet at events or festivals of the state, showing corruption, unravel lies, and poke fun at self-important authority figures.

Also, at 3rd Level, you know how to use your wit to distract, confuse. And otherwise, sap the confidence and competence of the others. Suppose a monster you can see within 60 feet of you makes an attack roll, an ability check, or a damage roll. You can use your reaction to expend one of your applications of Bardic Inspiration, rolling a Bardic Inspiration die and subtracting the number rolled in the monster’s role.

Whereas the Valor bard’s Combat Inspiration feature states:

If we apply the same logic provided in Crawford’s tweets above, the DM would likely say or reveal the number about the d20. However, maybe not announce the modifiers or total until after the bard determines whether or not to use Cutting Words. (The DM or alternative players may feel that this slows down the game unnecessarily in training, which means that your table may choose to run it a bit differently.)

You can wait to use Cutting Words after the roll, but you have to commit to doing this until you know for sure if the amount of the roster or test is a success or a failure. It’s possible to use Cutting Words to reduce the damage from any result that calls to get a damage roll (like a magic missile). It is even if an attack roll doesn’t precede the damage roll.

Does cutting Word 5e work on saving throws?

You can not use Bardic Inspiration whatsoever.

All it states is that the monster’s attack roll, skill check, or damage roll gain a negative modifier equal to Bardic Inspiration die. The advantage for a state doesn’t say “you are doing two discreet actions at once using two rolls.” But instead says “you reroll your roster”. Thus, a creature in benefit will have either rolls influenced by 5e cutting Word.
